OHRS Metrics
Executive Summary
OHRS Metrics is where each branch maintains its yearly OHRS (Ontario Healthcare Reporting Standards) targets and compares them with what was actually submitted. For every branch, provincial sector and fiscal year, the screen holds one metrics year. Opening it shows a grid of functional centres and statistical accounts with a target for each of the four quarters. The submitted values come from the quarterly OHRS submissions. The screen shows the variance and the variance percentage for each quarter, and colours the percentage cells according to colour ranges set on this page. The whole year can be exported to Excel.
Key Features
- Start a new metrics year for a branch, provincial sector code and fiscal year
- Filter the list of metrics years by branch, year and status
- Enter and edit quarterly targets (Q1 to Q4) for every functional centre and statistical account combination
- See the submitted amount, the variance and the variance percentage for each quarter, calculated automatically
- View the same data grouped by functional centre or by statistical account
- Colour the variance percentage cells by configurable ranges, picking colours from a palette or typing a hex colour
- Export the year to Excel, with data and pivot sheets for both views
Typical Workflow
- Click Settings and set up the colour ranges for the variance percentage (or click Add Example Values to start from a ready-made set). Click Save. This only needs to be done once, or when the ranges should change.
- Click Start New Year, choose the Provincial Sector Code, Fiscal Year and Branch, and click Save.
- Right-click the new row and choose Edit to open the metrics for that year.
- On the By Functional Centre or By Statistical Account tab, expand a group and click into a Target cell to enter the quarterly targets.
- Click Save to store the targets, or Cancel to close without saving.
- After quarterly submissions have been made, reopen the year to review the Submitted, Variance and % columns. Click Export to save the year to Excel.
Report Output
Export in OHRS Metrics Details produces an Excel workbook named OHRSMetrics_{branch ID}_{sector}_{year}_{metrics ID}_{yyyyMMdd_HHmm}.xlsx, which downloads straight away ("Exported Successfully"). The metrics ID is padded to eight digits and the date and time are your local time. The workbook has four sheets, in this order:
| Sheet | Contents |
|---|---|
| By FC - Data | One row per combination, sorted by functional centre, functional centre extension, statistical account and statistical account extension. The columns are FC, FC Extension, FC Ext Description, SA, SA Extension and SA Ext Description, followed by Target, Submitted, Variance and % for each quarter (for example Q1 Target, Q1 Submitted, Q1 Variance, Q1 %). Numbers show two decimals; blank values stay blank. No colours are applied. |
| By FC - Pivot | The same figures laid out like the By Functional Centre tab. Each functional centre and each functional centre extension has a shaded heading row, followed by its statistical account extensions. Q1 to Q4 are headings over their Target, Submitted, Variance and % columns. The % cells are coloured using the ranges set in Settings. |
| By SA - Data | Same as By FC - Data, but with the statistical account columns first and sorted by statistical account, statistical account extension, functional centre and functional centre extension. |
| By SA - Pivot | Same as By FC - Pivot, laid out like the By Statistical Account tab (statistical account and statistical account extension headings, with the functional centre extensions listed under them). |
All rows of the year are exported, not only the groups you have expanded. Any targets you have typed but not yet saved are included.
Configurable Settings
Click Settings on this screen to open OHRS Metrics Settings. The dialog sets the colours used to highlight the variance percentage cells. The ranges are shared by everyone using the system, and are also used by the pivot sheets in the Excel export and by the variance percentage colouring on the quarterly OHRS submission screens.
| Group | Setting | Type | Purpose |
|---|---|---|---|
| Variance colours | Variance % To | Number (2 decimals) | Upper limit of the range. Each row applies up to and including its value, starting after the previous row's value (rows are kept in order from lowest to highest, and the first row covers everything below its value). A row with no value comes last and covers everything above the others. |
| Variance colours | Cell Colour | Colour picker | Colour used for percentages that fall in the range. A row can be set to No colour, in which case its percentages are not coloured. |
Percentages above the highest Variance % To (when no row has a blank value), and percentages in a No colour row, are not coloured. If there are no rows at all, nothing is coloured.
Changes made here show in a metrics year the next time it is opened.
Available Permissions
The following permissions are available to be assigned to AlayaCare Roles:
| Attribute | What It Controls |
|---|---|
| View | Open the page |
| All Branches | Choose a branch other than your own in the branch lists (the Filter Branch filter and the Branch field when starting a new year). Without it, the branch is shown as a read-only value, your own branch. |
Main Grid
The grid lists the metrics years for the selected branch (9 rows per page). If your user cannot be matched to an employee and branch, a warning is shown when the page opens and the list is not loaded.
| Column | Description |
|---|---|
| ID | Metrics year number. |
| Branch | Branch the metrics year is for. |
| Sector | Provincial sector code. |
| Year | Fiscal year. |
| Added By | User who started the metrics year. |
Main Grid Filters
| Filter | Purpose |
|---|---|
| Filter Branch | Limits the list to one branch. Starts as your own branch. Shown as a read-only value when you do not have the All Branches permission or there is only one branch. |
| Filter Year | Limits the list to one year. The years offered are the years that exist in the list. |
| Filter Status | Limits the list to the statuses ticked (Open, Closed, Submitted or Reopened, with Select All). |
Click Apply to refresh the list. Use Clear to reset the filters (the branch returns to your own branch).
Actions
| Button | Description |
|---|---|
| Start New Year | Opens the Start New Year dialog. |
| Settings | Opens OHRS Metrics Settings (see Configurable Settings and the Dialog Components section). |
| Edit (right-click a row) | Opens the metrics for that year. When the metrics are closed, the list refreshes and the row you worked on is selected again. |
Dialog Components
Start New Year
Opens from Start New Year.
| Field | Purpose |
|---|---|
| Provincial Sector Code | Sector the metrics are for, shown as code and description. Defaults to the sector described as CSS when there is one. |
| Fiscal Year | Fiscal year. Defaults to the current year, or the previous year from January to May. |
| Branch | Branch the metrics are for. Defaults to your own branch. |
Click Save to create the metrics year with the status Open, or Cancel to close. The checks are made in the order below; when one fails the dialog stays open so you can correct it. After a successful save the list refreshes for the branch currently selected in Filter Branch, so a year started for a different branch will not appear until you filter to that branch.
| Message | Meaning |
|---|---|
| Please select a valid branch | No branch was chosen. |
| Please select a valid Provincial Sector Code | No sector code was chosen. |
| Please select a valid year | No year was chosen. |
| A metrics year already exists for this branch, sector, and year | Only one metrics year is allowed per branch, sector and year. |
| Error Saving {details} | The metrics year could not be saved. |
OHRS Metrics Details
Opens from Edit. The title shows the ID, branch, sector and year. The same data is shown on two tabs. Groups start collapsed; use Expand All and Collapse All on each tab. Colours for the percentage cells are read each time the dialog is opened.
Tabs
| Tab | Purpose |
|---|---|
| By Functional Centre | Rows grouped by functional centre, then functional centre extension. Each row is a statistical account and statistical account extension. |
| By Statistical Account | Rows grouped by statistical account, then statistical account extension. Each row is a functional centre extension. |
The rows are the combinations of functional centre extension and statistical account extension that apply to the sector. Functional centres that are turned off are left out, as are functional centres that have no extensions or no statistical accounts. Functional centres and extensions beginning with 73 are only shown when at least one funder is set to OHRS fund type 3. Statistical account extensions beginning with 310, 350, 380 or 390 are not shown. Targets and submitted amounts already stored for the year are filled in.
By Functional Centre — Grid
| Column | Description |
|---|---|
| Account | Statistical account extension code. |
| Account Description | Statistical account extension description. |
| Q1 to Q4: Target | Target for the quarter. Editable. |
| Q1 to Q4: Submitted | Amount submitted for the quarter. Read-only; it comes from the quarterly OHRS submissions. |
| Q1 to Q4: Variance | Submitted minus target (a blank amount counts as 0). Blank when both are blank. |
| Q1 to Q4: % | Variance divided by target, as a percentage with two decimals. Blank when there is no target or the target is 0. Coloured by the ranges in Settings. |
The variance and percentage update as soon as a target is changed.
By Statistical Account — Grid
Same columns as above, except the first two columns are FC Extension and FC Ext Description (the functional centre extension code and description).
Grid Actions
| Button | Description |
|---|---|
| Export | Exports the year to Excel (see Report Output and Processing Overviews). |
| Expand All / Collapse All | Opens or closes all groups on the tab. |
| Save | Saves the targets for all four quarters and closes the dialog ("Metrics saved"). A quarter that was saved before is updated, including when its target has been cleared. A quarter that has no target and was never saved is not stored. If something goes wrong, "Error saving metrics" is shown with the details and the dialog stays open. |
| Cancel | Closes without saving. |
Export and the Expand All and Collapse All buttons are unavailable while the screen is loading, saving or exporting. Save and Cancel are unavailable while saving or exporting.
OHRS Metrics Settings
Opens from Settings on the main screen. It lists the colour ranges, lowest first. Changes are not kept until Save is clicked.
| Control | Purpose |
|---|---|
| Add Row | Opens the Add Row dialog to add a range. |
| Variance % To (in the list) | The upper limit of the range. It can be changed in place; the rows re-order themselves by value. |
| Cell Colour (in the list) | Click the colour button to open the Cell Colour dialog and change the colour. A preview square shows the chosen colour, or No colour is shown when none is set. |
| Remove | Deletes the range from the list. |
| Add Example Values | After you confirm "Are you sure you want to apply example values?", replaces all rows in the list with a ready-made set: up to -100 dark red, up to -50 medium red, up to -10 light red, up to 0 green, up to 25 green, up to 50 blue and up to 200 purple. Nothing is stored until Save is clicked. |
| Save | Stores the ranges for everyone ("Settings saved.") and closes the dialog. Saving an empty list turns the colouring off. If it fails, "Error saving settings" is shown with the details and the dialog stays open. |
| Cancel | Closes without saving. |
Save, Cancel and Add Example Values are unavailable while a save is in progress.
Add Row
| Field | Purpose |
|---|---|
| Variance % To | Upper limit of the new range (two decimals). |
| Cell Colour | Colour for the range. A colour must be chosen; No colour is not available here. |
The row is added only after a Variance % To and a colour are both set, so Save stays unavailable until then. If a row with the same Variance % To already exists, "A row with that Variance % To already exists." is shown and the row is not added. The new row is placed in order and selected in the list. Cancel closes the dialog without adding.
Cell Colour
Opens from any colour button. Choose a colour on the palette, or type it into the Hex box (six digits such as #1E88E5, three digits such as #18E, with or without the #). Choosing on the palette fills in the Hex box and the preview square; click Apply (or press Enter in the Hex box) to use the colour. A hex value that is not valid is outlined in red and is not applied. In the settings list the palette also offers a no-colour choice, and applying a blank Hex box sets No colour; this is not allowed when adding a row. Cancel or the close icon closes the dialog and keeps the previous colour.
Dependencies
The following tables must be configured for lookups on this view to work:
| Table | Description |
|---|---|
| Branches | Branch lists. |
| Funders | OHRS fund type of each funder, which decides whether centres beginning with 73 are shown. |
| OHRS Functional Centres | Functional centres for the sector. Also covers its OHRS functional centre extensions: functional centre extensions listed in the metrics. Also covers its OHRS functional centre statistical accounts: which statistical accounts belong to each functional centre. |
| OHRS Provincial Sector Codes | Sector choices when starting a new year. |
| OHRS Statistical Accounts | Statistical account extensions listed in the metrics. |
Processing Overviews
This section describes what happens after you confirm a processing action.
Export
- Any target you are still typing in either tab is accepted first, so unsaved targets are included.
- The variance colour ranges that were read when the dialog opened are used for the pivot sheets.
- The By Functional Centre data sheet is built, with one row per combination and the quarter figures to two decimals.
- The By Functional Centre pivot sheet is built, with a shaded heading for each functional centre and extension. Each % cell is coloured with the colour of the range its value falls in; cells with no percentage, or whose value falls in no range or in a No colour range, are left uncoloured.
- The By Statistical Account data sheet and then the By Statistical Account pivot sheet are built the same way.
- The workbook is downloaded with the file name described under Report Output and "Exported Successfully" is shown. If the workbook cannot be created, "Export failed" is shown; any other problem shows "Error exporting metrics" with the details.
